Hi I just created my site with my own domain name. I would like to know the steps to take to be referenced in search engines and is this what is required to pay?

The referencing in search engines is totally free, but there are SEO companies (serious) that you ask them to pay for their benefits, and other (less serious) who are free supposedly referencing but on engines that person knows or abroad (Africa, Eastern or Asian) and directories without interest.

The listing on the engines can be so natural (you do nothing and you expect them to come visited your site) or you stimulate them in their report that you have a website.

For yahoo, bing they must report through their website.
